Wallace Peeples grew up in North Philadelphia during the height of the 1980s and 1990s crack cocaine crisis. The neighborhood environment was volatile, characterized by disinvestment, fragmented family structures, and heavy police saturation. Peeples has openly recounted running the streets by his early teens, cycling through local juvenile detention centers for theft, truancy, and street-level skirmishes.
Everything collapsed in 1997. Peeples participated in an aggressive spree of armed holdups across the city. He was 17 years old when Philadelphia police officers arrested him. Under Pennsylvania law, specifically amendments enacted in 1995 to the state's Juvenile Act, offenses committed with a deadly weapon by juveniles aged 15 or older were automatically transferred, or "direct certified", into adult criminal court. Peeples did not receive juvenile rehabilitation or youth placement. The Philadelphia District Attorney’s Office charged him as a fully culpable adult.
