Cielo Magno’s professional trajectory is rooted in the rigorous classrooms of the UP School of Economics. Long before she stepped into the executive branch, she built an extensive portfolio analyzing natural resource management, tax governance, and institutional accountability. She earned her bachelor’s and master’s degrees in economics from the University of the Philippines Diliman, later securing a PhD in Law and Public Policy from Northeastern University in Boston.
Her work distinguished her in civil society circles. She led the civil society steering committee of the global Extractive Industries Transparency Initiative (EITI), an international framework designed to track oil, gas, and mineral revenues. In an economy where resource wealth often fuels local oligarchies, Magno pushed for hard disclosures: actual payments from mining operators matched dollar-for-dollar against state tax receipts.
That technical reputation prompted former Finance Secretary Benjamin Diokno to tap her as Undersecretary for the Fiscal Policy and Monitoring Group in 2022. Her portfolio carried immense weight. She was tasked with overhauling the military and uniformed personnel pension system, a looming state liability totaling hundreds of billions of pesos, while refining excise tax designs on digital services, single-use plastics, and mining royalties.
