Until the late 1990s, area code 612 handled the entire Twin Cities metropolitan area and vast stretches of central Minnesota. The explosion of consumer cellular phones, commercial pagers, second residential phone lines, and dial-up internet connections triggered rapid exhaustion of available Minnesota telephone prefixes. Central office codes were disappearing faster than regulators anticipated.
Under the administrative oversight of the North American Numbering Plan (NANP) and the Minnesota Public Utilities Commission, state planners faced a choice between an overlay or a geographic split. Regulators opted for a split. On July 12, 1998, area code 651 went live, detaching Saint Paul and the eastern metro from Minneapolis.
