Because the beads are technically sealed inside, these products previously circumvented child toy safety screens at maritime entry ports.
Consumer protection agencies are closing those loopholes. Regulators now apply destructive testing standards to all stress toys containing liquid or gel fillings. If an item can be ruptured through reasonable child abuse testing, including drop tests, bite tests, and tension cycles, the internal fill must meet the exact chemical and mechanical safety metrics demanded of open toys.
