Villa owners retrofitting existing structures must balance these rules against harmonized European engineering codes.

Two distinct technical classifications govern residential lift installations across the European Union and Spain:

UNE-EN 81-41 (Vertical Lifting Platforms): These systems run at a maximum speed of 0.15 meters per second. Engineered specifically for single-family villas and accessibility retrofits, they do not require deep pit excavations or extensive overhead clearances. They operate under the European Machinery Directive 2006/42/EC. For retrofitting an older home in Andalusia or Catalonia, these units avoid invasive structural demolition.

UNE-EN 81-20 and UNE-EN 81-50 (Standard Passenger Lifts): Traditional elevators operating at speeds of 0.63 to 1.0 meters per second fall under the European Lifts Directive 2014/33/EU. They demand an excavated pit of at least 1,000 to 1,200 millimeters, reinforced masonry shafts, dedicated machinery spaces or gearless shaft heads, and complex emergency communication loops. Villas spread across three or four floors on steep cliffside terrain often require this standard to keep transit times practical.

Submitting an uncertified lift to a local town hall (ayuntamiento) results in a swift refusal of occupancy permits. Every installed component must display legitimate CE marking backed by a registered manufacturer declaration of conformity.
