This regulatory change forced all local callers to adopt mandatory ten-digit dialing across North Texas.

Continued commercial migration and hundreds of thousands of new cellular activations drove the region toward number depletion once again. In response, the Public Utility Commission approved the area code 945 overlay, which officially launched in January 2021. Today, all four codes operate simultaneously across the exact same geographic map. A newly issued mobile phone in downtown Dallas is just as likely to receive a 945 or 469 assignment as a legacy 214 prefix.
