Following his decorated prep career in New Jersey, Rhea committed to Pennsylvania State University. Between 2019 and 2021, he represented Penn State track and field in the Big Ten Conference. At Happy Valley, Rhea proved his high school times were no fluke. He took the Big Ten Indoor 60-meter hurdles title as a freshman in 2020, posting an official time of 7.80 seconds to secure gold at the SPIRE Institute in Geneva, Ohio.

State College provided Rhea with a major public platform long before Peacock cast him for Season 8. He earned First-Team All-Big Ten honors and established himself on Penn State's all-time top-ten lists for short hurdles. The intense training schedule of an NCAA Division I athlete demanded early mornings, rigid nutritional plans, and frequent long-bus commutes across the Midwest.

Seeking warmer training climates and fresh coaching perspectives ahead of national post-collegiate trials, Rhea eventually transitioned his athletic endeavors to the University of Miami. This move brought him down to Coral Gables, where he ran for the Hurricanes' track squad as a graduate transfer. The move to Florida reshaped his lifestyle, trading rural Pennsylvania winter conditions for South Florida's coastal training hubs.
