The financial consequences often outpace criminal penalties. In late 2022, Carnival added a $500 fine for disruptive guest conduct, charging the penalty directly to passenger accounts. The line also reserves the right to bill unruly travelers for security expenses, emergency response costs, flight arrangements for forced disembarkations, and legal fees. For the 16 individuals involved in the terminal fight, those costs mounted alongside potential liability for damaged port authority infrastructure.
Criminal liability remains an active risk for the primary instigators. While cruise security handles internal commercial sanctions, local prosecutors hold the video files. The port facility falls under county jurisdiction, meaning misdemeanor battery charges or felony affray charges can proceed independently of whatever private bans the cruise line implements.
