By default, any `Tool` object inside a character's backpack includes an engine-level toggle governing whether the user can discard it. When an inmate acquires a guard keycard, whether snatched through a stealth takedown or pickpocketed during a yard scuffle, the item anchors to the primary in-game inventory hotbar. You can cycle through slots using numerical keys on PC or by tapping hotbar tiles on mobile, but the engine prohibits unbinding the item from the active inventory table.
