Fellows do not choose their destination campus. The Department of State assigns participants in thematic cohorts of 10 to 15 peers to specific institutions within its host university network. These campuses act as geographic and administrative anchors for the entire fellowship term.
Institutions hosting Humphrey cohorts include prominent public and private research hubs. Syracuse University's Maxwell School handles public administration and governance. Emory University hosts public health and substance abuse prevention specialists. Vanderbilt University's Peabody College manages educational planning cadres, while UC Davis and Cornell University oversee environmental policy and agricultural economics.
Cohorts attend seminars together, complete interdisciplinary coursework, and work alongside designated faculty advisors. Because participants do not earn a formal degree, they sidestep rigid core curricular tracks. A fellow can sample specialized seminars in data modeling, labor policy, and executive negotiation within the same semester, building an academic schedule around precise institutional challenges back home.
